In a unanimous vote Tuesday night, the College Place Public Schools Board of Directors has adopted the 2026 to 2033 Capital Facilities Plan (CFP), a milestone that reflects not only forward-thinking strategy but years of disciplined planning and community alignment.
This newly adopted plan builds on a foundation laid over five years ago. In July 2021, the district acquired a 40-acre parcel near Mojonnier Road in College Place’s designated growth corridor. This key acquisition reflected the district’s long-term vision to support student success and community development through responsible planning.
The district then commissioned FLO Analytics in 2023 to conduct an in-depth enrollment forecast and demographic study, finalized in January 2024. The study projected enrollment to rise from 1,493 in 2023–24 to over 1,700 students by 2033–34 under the high-growth scenario. These findings, combined with current capacity constraints, particularly at Davis Elementary, now operating at 118 percent of design capacity, underscore the urgent need for expanded instructional space.
Board President Eva Brown noted, “This Capital Facilities Plan brings together the result of years of careful planning and thoughtful leadership. It’s a commitment to students, families, and the future of College Place.”
Highlights of the plan include:
• A potential return to a model that includes a primary, intermediate, middle, and high school
• Strategic use of the Mojonnier Road site, with completed easements and access routes aligning with future neighborhood development.
• A planning timeline targeting a bond election in 2030 or 2031, allowing for community input and design development well in advance of breaking ground.
• Alignment with the Washington State Growth Management Act, ensuring schools are included early in growth decisions, not after impacts occur.
Superintendent Jim Fry emphasized the significance of the moment, "This plan reflects our responsibility to lead with purpose and prepare for growth before it happens as a part of the city’s future plan, not after."
Deeply grounded in the CPPS 2025 to 2030 Strategic Plan, the Capital Facilities Plan echoes the district’s unwavering focus on maintaining a small-school feel, fostering student belonging, and ensuring every child is known, challenged, and prepared for a bright future.
